Pavement
Base Course
All concrete paving within the Ogden City Right-of-Way requires a base course of State Spec road base, installed with a 95% modified proctor density. Compaction tests are REQUIRED!
- Sidewalks, Drive Approaches: Base course thickness matches specified concrete thickness (4"-6")
- Curb & Gutter: Base course thickness is 8"
Concrete Specifications
- Warm Weather Mix: Minimum 4,000 PSI rating, 6 1/2 Bag Mix (April 15 thru mid-November)
- Cold Weather Mix: Minimum 5,000 PSI rating, 7 1/2 Bag Mix (mid-November thru April 15)
Asphalt Specifications - Paving & Permanent Patch
- Mix Design: 1/2" 50 Gyration, PG-58-28. Max recycled asphalt cannot exceed 15%
- Lift Thickness: 2" Min - 4" Max
- Air Temp (°F): 50° in the shade and rising by 10:00am
- Asphalt Temp (°F): 285° F Min for 2" Lift, 265° F Min for 3-4" Lift

Winter Paving Plan
A Winter Paving Plan is required during the winter months when the local hot mix plants are closed and cold patch is being used to patch road cuts. The Winter Paving Plan is a plan set up by the Contractor with Ogden City that details when the contractor will return in the spring and replace the temporary cold patch on the road with a permanent patch. Failure to place a permanent patch on a road excavation will result in a claim filed against the contractor's bond.

Moratorium Roads
Construction-Related
When a road has been reconstructed, repaved or reconditioned, it goes under Moratorium for a period of 3-5 years. When a road is under moratorium, it is restricted from non-essential road cuts. When road cuts are necessary due to a utility break or needed utility work, the required road patch will be larger than those of an older road.
Road patch sizes for Moratorium Roads are determined by the City Engineer. For information on moratorium expiration dates, please call Engineering Permits at 801-629-8990.

2024 Seasonal Moratoriums
There are three main seasonal moratorium periods every year, and they apply mainly to the downtown & Washington Blvd area (around 17th Street). Only excavations or road & sidewalk closures of an emergency nature will be permitted during these times. All emergency work requested within areas affected by seasonal moratoriums must have prior approval of the City Engineer.
